Windows Recovery console is accessed when you are repairing the windows OS. By the way why do you want to access it? Any specific reason? Or just to experiment...? I suggest you don't experiment with recovery console if you are noob at windows repairing...! All the best....!

It is not advicable to experiment with windows recovery console unless you are familiar with it and know how to use it...! This may corrupt your existing OS... Well, refer this thread : How to access all drives/dir. frm recovery console???

- Change your boot device to CD-ROM
- Boot from windows XP CD
- At the first user interaction screen press "R" key
- Done...
Im having The same problem
And I did all those steps and Then it takes me to The
command Prompt. Do you know what Command i need to type in
to reapir my Xp....
I dont wanna Screw up My machine at all So help would be Great..
**** also the reason of why Im recovering my console is Because My
Explorer.exe wont start up, when when i go to ctrt.. alt.. delete and type it in
as a task.. explorer.exe wont work at all..
I dont know if it is due to a virus or not

Use the Windows XP CD to boot your CD and at the first screen where you pressed 'R', press Enter this time. Then press F8 to agree to license agreement, then It will automatically detect your Windows and will tell you that it detected Windows XP installation do you want to repair it, at this screen press 'R' to repair your Windows XP.
