In prerelease versions of Windows 7, certain audio and video codecs expire after 90 days. When you try to perform certain operations in this situation, such as DVD playback, TV playback, and some device sync operations, the operation fails with an error message such as "Decoder not found." The affected codecs include MPGG-2, H.264, and AAC. Additionally, Dolby Digital-related media may not play successfully. In this situation, you also receive the "Decoder not found" error message.
The problem with KB963660 and error 80070643 is most likely related to "Windows 7 Genuine Activation By Orbit30 2009 v2" or a similar patch that was released to make W7 "genuine" before Microsoft released the public beta.
Surely it was that patch that caused to my W7 the update failure.
I rolled back the patch, run slui.exe and retyped one of the product key that Microsoft used to give out when W7 beta was available for download. Problem solved.
Hope that you have a copy of the original files that were patched:
%WinDir%\System32\spp\tokens\pkeyconfig\pkeyconfig.xrm-ms
%WinDir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareProtectionPlatform\tokens. dat
Just copy the original files in place and run slui.exe.
