Windows 7 supports the ability to load images into the background of the login screen without the use of third-party software or manual hacks.
To change the logon desktop background, you first need to create a registry value.

    Creating a Registry Value

    1. Click Start, type Regedit.exe and press ENTER:
      HKEY_LOCAL_MACHINE \ Software \ Microsoft \ Windows \ CurrentVersion \ Authentication \ LogonUI \ Background
    2. Create a new DWORD value named OEMBackground
    3. Double-click OEMBackground and set 1 as its value data.
    4. Exit the Registry Editor.

After creating a registry value, you have include the wallpaper image (JPG)

The next step is to place the background wallpaper (JPEG file) in the following folder:
    C:\Windows\System32\oobe\info\backgrounds

Note that the info folder doesn’t exist by default. You need to create the info and backgrounds folders manually.

Place the background image file (name it as backgroundDefault.jpg) into the above folder.

It also works if you create the OEMBackground value in the following Policy key:
    HKEY_LOCAL_MACHINE \ Software \ Policies \ Microsoft \ Windows \ System

    -or-

Use the following Group Policy setting in Windows 7

    • Start the Group Policy Editor (gpedit.msc)
    • Go to the following branch:
Computer Configuration | Administrative Templates | System | Logon
    • Set the following option to Enabled
      Always use custom logon background
    • Close the Group Policy Editor.

If that hkey in registry is not available then there are third party tools that supports the ability to load images into the background of the login screen. Downlaod LogonStudio software via searching it from google and install it on your pc. LogonStudio allows Windows 7, Vista and XP users to apply and package new logon screens. It comes with several logon screens to choose from, along with thousands that are available online from Web sites such as WinCustomize.com.
