Some programs does not open - File properties missing

Hello,
I have recently been several problems with my laptop:

1. When I click on a folder or file by right-clicking the "Properties" select simply nothing happens. Even under the Control Panel, can the "Folder Options" not open.
2. Various programs and options will not open. In the Control Panel can be as some sections are not open. When I double click it nothing happens. The section "Device Manager" can be as open with no problems, but I can, however, the category "Hardware" does not open.

In addition, some actions are not executed: for example I click on my virus system "AVAST" to update, so nothing will happen here too. Tested with Virus scanner but no viruses were found.

Has anyone experience and can help me?

Have you switched your Firewall recently?
Can Avast you do not update this ?
When was your last successful update (approximate) ?

The firewall is always on and I have never had problems with it.
Have 32-bit Vista.
AVAST can unfortunately do not update. I click on the window, UPDATE, and then nothing happens.
Recently I have added AVIRA virus program on it, which is updated every day. Because of this, but then only showed an error message, I wanted to uninstall it and restart it to play. This works but not only because it did not uninstall. Somehow I managed it but then ... wanted to reinstall it, but it is not working. So I would go then with AVAST.
