Access Denied in Win Vista's command prompt

my question:
I have WinVista Home Premium SP 1 and I'm the only one on the computer as an administrator.
If I'm now at the command prompt as admin go, then appears as the first: C: \ Windows \ System32>
Well, then I give my target coordinates: C: \ Program Files \ Windows \ Tools \ x86
Then it shows access denied
Have all the folders and items with my access permissions, no success ... Who can help?

1. Click on Windows Vista Start button,
2. Go to All Programs and locate the Command Prompt in Accessories menu,
3. Right-click on Command Prompt menu item and click the Run as Administrator option.

3. Type cmd in the Open textbox,
