Use the recovery console to edit the registry, if you don't know how to do that then go to another machine on your network, open regedit and select "File->Connect Remote Registry..." and select the computer that has the login problems.

Go to "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon" and look for anything like "OldUserinit" or "Userinitbak", if you see something like that, delete the "Userinit" key and rename the other one to "Userinit". This should make the Userinit key say something like "C:\WINDOWS\system32\userinit.exe".

If you can't get into the registry or you don't see any backup versions of Userinit, then copy userinit.exe from a working computer and replace the one on your computer with it (making a backup of yours first, of course, to be paranoid).

If that doesn't work, or if you don't have access to a working computer, you can also try copying userinit.exe to overwrite wsaupdater.exe (again, backing up wsaupdater.exe first).
