Sure i will help you out with this issue, before giving permission to any user you need to first grant the Access of that file.

    1. First select the file which you need to have file permission.
    2. Right click and select Properties.
    3. Now select the security tab.
    4. Select Advanced button from here.
    5. Over here click on Owner Tab.
    6. Now click Edit.
    7. Select the User Account you want to give the permission to.
    8. An screen will pop-up and click on APPLY and OK

There is one more solution for doing it by going through Command Prompt.
    1. Open Command Prompt.
    2. In the command prompt, type takeown /f and the full path of that file, and press Enter.
    3. A message will be displayed stating completed successfully. This will give you ownership of the file.
    4. In the same command prompt, type icacls and full path name /grant (user name):F and press Enter.
    5. A message will be displayed that this it has completed successfully.
