Enable Administrator account in Windows XP Home

I know that in Windows XP Professional we can enable Administrator by going to Computer Management - - >Local Users and Groups -> User ->Administrator properties, uncheck "Account is disabled."

But when i went to do this in Windows XP Home Edition, there is no "Local Users and Groups" in the Computer Management.

Can anyone help me out with this issue.

In Windows XP Home Edition the ‘Administrator’ account is still present, but basically only ever used during installation of Windows or during the repair of the installation via the Recovery console.

This account is not accessible in ‘Normal mode’. For that you need to Restart your PC into ‘Safe Mode’ and you’ll be able to access the Administrator account should you wish to use it for resetting passwords, to other User accounts.

    Hi,
Can anyone help! my window XP Home edition wouldn't allow log-on, despite going through Safe-Mode with default Administrator> blank> password. I am unable to log on, the only option I can get is "Guest account", with limited access.
    kind regards
