I too have that problem with Vista Home Premium and flash player.
I have done everything that Adobe suggest to do on their support website and still can't get it to install right.
I have done all the steps that you have and just can't get it to work. It says it downloaded OK, but it didn't.

Download and run the Adobe Flash Player uninstaller:
http://kb.adobe.com/selfservice/view...nalId=tn_14157

or direct download:

Adobe Flash Player Uninstaller:
http://download.macromedia.com/pub/f...ash_player.exe

Close all IE windows and run the Flash Player Uninstaller.

Then visit:
http://www.adobe.com/shockwave/downl...ShockwaveFlash

and click on "Install Now".

Re: Vista needs Adobe Flash Player to be installed for each reboot

For Vista (32 bit):

1. Open Computer.

2. Navigate to C:\Windows\System32\.

3. Scroll down and open the Macromed directory.

4. Open the Flash directory.

5. Right-click FlashUtil9b.

6. Select Run as Administrator.

7. When the UAC prompt appears, select Continue.

8. Follow the Flash Player installation wizard.

For Vista (64 bit):

1. Open Computer.

2. Navigate to C:\Windows\SysWOW64\.

3. Scroll down and open the Macromed directory.

4. Open the Flash directory.

5. Right-click FlashUtil9b.

6. Select Run as Administrator.

7. When the UAC prompt appears, select Continue.

8. Follow the Flash Player installation wizard.

Once the wizard completes, Flash Player has been properly installed and will now function properly.

Re: Vista needs Adobe Flash Player to be installed for each reboot

I followed the instructions to the letter from both mijaba and musrat.
I also removed java and installed the latest version.

Those did NOT solve the problem.

I have three identical Sony laptops running Vista 32 bit. Only one of them has this problem.

I set all options in IE 8 to defaults on all three machines. Still no help for the one sony that always wants me to re-install flash after a reboot.

Any other ideas?

Same issue. What ultimately worked for me was uninstalling my Norton Internet Security program.

Re: Vista needs Adobe Flash Player to be installed for each reboot

I don't have Norton, or any anti virus installed.

I have discovered something that hints at the problem.

As I said, after each re-boot, I have to install flash, once installed, I can close all windows, then run any internet explorer page that has flash video with out any problems, untill I shut down windows.

Now here is the trick I discovered.

I boot up windows Vista, then, each time I open an explorer window, I right click on the explorer icon and select "Run as Administrator".

As long as I do that every time I open an explorer window, all the flash videos run fine.
