Create a file called .gtkrc-2.0 in your HOME and paste: gtk-icon-sizes = "panel-menu=16,16:panel=16,16:gtk-menu=16,16:gtk-large-toolbar=24,24:gtk-button=16,16" panel-menu is the one you are looking for, you can remove the rest or change it to whatever size you want.

But if you want to reduce the maximum size of the Start menu, you will not only reduce the number of recent programs to display, but also uncheck some checkboxes, for example: uncheck Help, remove the link Help and Support. Or choose not to display the item to documents. Here is a smaller size.
