SP3 did not install latest outlook.hol file

After applying the fullfile SP3 update to my Administrative install, I still
have an outlook.hol dated 7/3/2006 size 142KB. According to KB924423, the
outlook.hol file should be dated 9/12/2006 size 479KB. I tried to apply the
fullfile update for KB924423; however I get the error "The upgrade patch
cannot be installed by the Windows Installer service because the program to
be upgraded may be missing, or the upgrade patch may update a different
version of the program. Verify that the program to be upgraded exists on your
computer and that you have the correct upgrade patch". I'm assuming this is
because KB924423 was released prior to the SP3 update that I have already
applied? Is there a way to manually replace my outlook.hol in the admin
install so I can get it updated on my client machines?
