As far as i am aware Microsoft doesn't provide viewer for Publisher documents. If you are thinking of emailing them then you can save it in another applicable format. You can use PDF format add-in for that, it is compatible with Publisher 2007. There are some more PDF viewers which are available for free you can check them out as well.

If you are willing to create a Publisher file which you'll send for printing and web inclusion than i think there is no need of some other version of Publisher until current version if capable of producing the required look. I dont think that installing Home/Student/Teacher version will be worth for you as they dont have MS Publisher as a component. If you dont mind using creating PDF file then you can use a free program called PrimoPDF . After installing it you will see new Printer option in list of printers available in Publisher. So whenever you want to print Publisher file you can simply print to the PrimoPDF printer. Hope that make sense to you.
