I am also a biggest Fan of IPL, But...
Had ICL not emerged out, IPL would not have born(atleast in the near future).
The CEO of IPL , Lalit Modi, found the Idea of ICL great, and he copied, got the BCCI hand, implemented right and became a huge success.

BCCI really dumped very good local talents of all regions of India, who opted for ICL.

BCCI spends money for closing ceremony but they also earn profit also. But closing ceremony was nice like IPL.
