I was also looking for such kind of trick because my brother also uses internet more than 4 hours. One day I started to search out how we can do such things. Then I read one forums then I got the answer, you can do with this with the help of router. Just log on it and try to find the page what computers are connected and ban his mac address. This way you can avoid the unwanted people to use.

2> After that if you him mac address just put in restrict/ban panel.
    3> After that save it.

I would suggest you that please configure your network with your browser and just try to pick which router you are using and set your network with proper username and password so that it allows you to use it. You can check the mac address with help of mac addees you will able block people. Set different users mac address on your network set-up with browser.
