My girlfriend recently got the system tool virus 2011 vers

I have tried to remove it in safe mode on the administrator account but keep getting the message "the system administrator has set policies to prevent this installation"

It really is doing my head in now as I cant get any antivirus-malware software installed at all is their any way round this
