ZTE AC2726 USB modem contains this capability. It is also work as a mobile broadband modem. It is a Switching tool for controlling "flip flop" USB devices. It will be compatible on the Linux as well as fedora OS. There will be nothing wrong happen on it. I would advise you get it from your distro repositories and it really work to solve such kind of connectivity problem. The inbuilt technology of this is to be used throughout the world for cellular communications. Then select this and it will be work to solve your connection problem.

The GU-720A / HSUPA USB modem is also an alternative choice that contains the similar kind of technology features. It provides the data rate of Up to 7.2 Mbps Downlink and 5.76Mbps Uplink. This is the better if we compare it with the previous USB modem. Hence I think the best way is to be use this device for connection. This device is being also compatible with the Windows XP/2000/Vista 64 bit and 32 bit also MAC OS X / Linux. There is an 128M Flash Memory Available on this modem. Then use such type of highly qualified device and hope that it works to solve your problem.
