Slow Login, DNS Problems

At our local Catholic school where I volunteer my technical services we are having issues with slow logon times. I am suspecting DNS issues and our DNS event log fills up rather quickly. The events we see are - Event ID 3000, Event ID 4010 and Event ID 7062. I am attaching screen shots of these events plus the netdiag.txt.
Another related issue is a new laptop we had donated for one of our teachers. I cannot get it to join the domian. I am also attaching screen shots of that error.
Help would be greatly appreciated.

Make sure "StringResources.resources" was correctly embedded or linked into assembly "Microsoft.Solutions.BTARN.RNIFSend" at compile time, or that all the satellite assemblies required are loadable and fully signed. This problem occurs because the string resources in the Microsoft.solutions.BTARN.shared.dll file are not loaded correctly. You should install the appropriate hotfix. You must have BizTalk Accelerator for RosettaNet 3.3 installed to apply this hotfix.
