The domain which you have is of windows 2000, the requirement is to add the the windows 2008 domain controller,as you have tried to add these domain and you got the error of this operation returned because the timeout period expired, so accordingly the error might be related to dns, as the dns servers is not responding for the ip addresses which they have used.

The problem which is related to addition of domain controller of windows 2008, therefore there is the requirement for the configuration of zone on windows 2008 server, so the zone has to be created, as the windows 2000 is available there it is required the server to be connected to the internet, the zone which is created is also known dot zone.

The changes which you want for the domain of windows 2003,so for the installation of domain there is requirement to prepare the domain before the domain controller is installed, if the information about forests and domain are required you may visit the link http://go.microsoft.com/fwlink/?LinkID=142597.

As if the windows 2008 domain is to be installed, then if the win 2003 is prviously available then there is requirement of forest schema of 2000 or 2003 that will make windows 2008 to run.

To make use of addition domain for the windows 2008,therefore the win server 2008 can be domain controller by adding the Active Directory Domain Services, for the installation the advanced mode has to be used, for the advanced mode installation there is reqirement for change in the netbios name, for creating new domain for existing forest change of netbios is required.

For the additional domain with win 2008, accordinly i would like to inform that there is most requirement of Installing Active Directory,as these provides the structure to centralize the network management and store information about network resources across the entire domain, the domain controllers keeps the information for the network users.
