The agreement consists of two layers, the bottom is based on a reliable transport protocol (for example: TCP) on the SSL record layer, used to package high-level agreement. SSL handshake protocol to allow servers and clients to transfer data at the beginning before the particular encryption algorithm through mutual authentication.
