How to prevent users to change IP address

Hi all,

IP address assignment for the simple things are usually server uses a static IP, the client automatically assigned using DHCP way. However, many people are not comfortable with such a program, likes to secretly set up IP addresses, for example, "192.168.0.88", "192.168.0.188" Everyone kind of IP are looting, the results often can not access to the Internet IP address conflicts situation. So i want to know how to prevent users to change IP address. All the best.
