First of all check if the drivers of the network adapter are installed and working properly on the computer. All devices which are connected to the computer need a associated drivers to be installed on the computer for the device to work properly. Drivers work as mediator between the operating system and the device. To check if the drivers for the network adapter are installed and working properly, right click on My computer and then click on manage. Select device manager and then locate the network adapter. If there are any caution signs, right click on it and then select trouble shooting. Follow the onscreen steps and complete the troubleshooting procedure. If the troubleshooting does not help then try and update the drivers.

Windows 7 works on the default IPv6 version. In IPv6 version the IP address is of 128 bits. The default IP version of Windows XP is IPv4 which has 32 bit IP address. Therefore there is high possibility that the computer is not able to connect to the router due to mismatch in IP version. The DHCP of the router will assign a 32bit IP address to the computer which is working on Windows 7 and the computer is not communicating. Disable the IPv6 support of Windows 7 by going to the TCP/IP properties and removing checkmark from IPv6 and apply the settings.

Scan the system with some updated antivirus as there is high possibility that the system is infected by some virus which is not letting the computer to connect to the network. Virus's have the tendency to link to the files of the operating system. If the virus links with the files which are required for establishing the connection to the router, then the computer will not be able to connect to the router. Hence scan the system with an updated version of the antivirus and repair all the infected files of the system. Do not delete any files as it may lead to system failure. Once all the infected files are cleaned, try connecting to the network.

It is possible that the network card which you have bought is faulty and needs to be replaced. Every Network interface card has a built in software testing port. This port is known as the loop back address. By pinging the loop back address of the network card it is possible to test the Network card. All the network cards have default address as 127.0.0.0 which is same for all NIC's. Go to start and then select Run. Now in run tab, type "ping 127.0.0.0" and hit enter. Now command prompt window will open which will show errors in data sent and received. There should be no errors in the data sent and received. If there is any error then the NIC is faulty and needs to be replaced.

It is possible that the DHCP on the router is not able to assign the IP address to the computer and hence the computer is not able to connect to the router. If the DHCP is not working properly on the router then it will not be able to handle the connection to it. Log in to the router and then open the configuration of the router. In the configuration of the router, disable the DHCP and then enable it again. Remember to connect the router to the computer using console cable and not lan cable as disabling DHCP will disconnect the router from the network.
