I did not understand what exactly your question is but here is what i know about Windows firewall. Windows Firewall allow TCP/IP traffic which uses resources of Transmission control protocol. It sometimes blocks the traffic which uses services from User Datagram Protocol. ICMP packets are allowed or denied to pass depending on the firewall setting.

This involves inspecting the traffic going out from the host computer as well as traffic coming in to the host computer. It also involves checking of specific types if packets. The firewall is configured to verify the protocol the delivers the packet and the port name. So this firewall can be customized to accepts packets of specific protocols and also to not allow specific protocols, Thus the user can customize the protocols which are to be allowed by the firewall for Windows Security. Generally the TCP/IP protocol is accepted.
