Is the belkin router configured for DHCP on the WAN port? Is it pulling an IP from your modem? Maybe there is an IP assigned on the WAN port already? If the link light then physical layer is connected, it doesn't mean it should be ready to pass traffic.

The cable modem sometimes register the hardware MAC address of the connected device. So your PC may be registered and it won't accept the belkin router now. Connect the WAN port of the belkin router to your cable modem and power the modem off and on again. It should re-register the connected device and now your belkin router should work.

Have you read your router manual? It tells you how to log into the router admin interface and in there you need to configure the WAN settings so you can get internet and first, make sure that you power on your modem AFTER you power on the router. the reason for this is that many modems are also routers themselves, and they will try to run DHCP if they do not detect DHCP.

Do you get internet? If so then run "ipconfig /all" in command prompt to obtain your internet settings and go in to you internet options from the tool bar, then in to connections, highlight never dial connection, click apply then ok. This should help.

Run the belkin router router's SmartWizard. This lets the router discover whether you have a static or dynamic IP address, and whether you are using PPPoE to connect to your ISP. It is used mainly with DSL services where individual users connect to the DSL modem over Ethernet and in plain Metro Ethernet networks.
