This issue can be resolved. I guess this problem is due to a firewall. It may have been blocking you to access as means by torrents. It depends on what kind of firewall you are using. Firewalls like Zonealarm or commodo are well known. Firewall may be restricting you to open the ports to function. Check out for the desired thing. This may help you out.

Its is a kind of thing which you need to look on for protocol encryption. This has been disabled due to which your ports are unable to function or are blocked. This can be resolved by using or implementing the following steps with bittorrent. First you need to go to the Options menu. There you need to select the Preferences menu. after that go to BitTorrent and you would there get the the last frame as Protocol Encryption. Make the option of Outgoing as Enabled. This might work.

The problem could be associated with the application you are using. Uninstall the application tool and then reinstall it. This may fix up your problem. It is not desired that the application may tend to block your ports. The issue can be associated with the software tool. Now this can be done by going to start menu then to control panel. Click on the add/remove programs option and select he torrent application. Click on uninstall. After this restart your machine and install the software again.
