How do I set the same home page for my network users using windows server 2003
  

I am trying to set my users home page to be the same home page and not allow them to change it but it keeps going back to MSN or what they have changed it to

Disable changing home page settings :
Open Group Policy Editor by typing gpedit.msc in run and then browse :

Group Policy Editor>User Configuration>Administrative Templates>Windows Components>Internet Explorer

Change appropriate settings and close GPE.
