I dont know how but I recently got this error message on my computer and if anybody can tell me how to resolve this issue I am a taker and it seems to be that this error is related to some net problems or so, anyways here is the error message "It is not possible to disable the connection at this time. This connection may be using one or more protocols that do not support plug-and-play, or it may have been initiated by another user or system account".

This is a typical network adapter issue, so if you can provide us what cable modem or router your are using to connect to the internet then it might help, in the meanwhile refer to some similar post: http://forums.techarena.in/xp-hardware/1176664.htm

I think that the crypo service database is corrupted so go in safe mode first and perform this trick to rename the folder:
Click Start, click Run, type cmd in the Open box, and then OK.

At the command prompt, type the following commands, pressing ENTER after each line:
    net stop cryptsvc
    ren %systemroot%\System32\Catroot2 oldcatroot2

reboot the computer back to normal mode. Now try it.

It is also caused by some spyware or some other program using it that is preventing you from disabling it. Is this an ethernet connection, bridge, PPP connection or what? And what is on the other end of it?
