It may be your network card which is faulty. IT depends upon the hardware configuration. Set the NIC to 100/full duplex in the NIC properties. Check for the latest driver updates and get it replaced. Check out following threads for more help:

It can be a virus infection. Get a good antivirus and scan your full system. Also check for malware and adware. You will get some problems regarding transferring data if your hard drive is full or may not have enough space. So defrag your drive and check the transfer rates.

It can be your computer running slow. Check you RAM of the system. XP machines need minimum of 512 MB of RAM to run properly. Check your modem and network connections. It may be your modem which is creating problem. Test your modem and contact service center for more details.

    Try this:
    • Click Start
    • Then click Run
    • Type gpedit.msc in the box
    • Press Enter
    • Browse this:
      local computer policy/administrative templates/network branch
    • Highlight the "QoS Packet Scheduler" in left window
    • In right window double click the "limit reservable bandwidth" setting
    • On setting tab check the "enabled" item
    • Change "Bandwidth limit %" to read 0
