You can configure your router by yourself. You don't need any one's help. Simply open the router's page by directly connecting it your lan port and then putting its IP address on your web browser. Now go to network setup wizard (varies from router to router) and enter the settings for IP address, Subnet Mask, Default Gateway, Primary and Secondary DNS. That's it, you can save the settings. You can now use your internet with Static IP address.

If you are not using any router or modem, then the setup is quite simple. In Control Panel, Network Connections. Right click on Local Area Connection and select Properties. Click on Internet Protocol (TCP/IP). Click on the Properties button. Click on "Use the following IP address" and enter all the information that ComCast has given you.

You can also use the user manual or online guide for assistance on how to configure your router. It is not at all tedious task. It simply involves few steps and that's it, you are done. If you still are not sure then you can contact your service provider for guiding you how to do so. Even any network engineer can help you in your case.
