Norton security scan keeps reinstalling

i have problem with Norton security scan.i had uninstall Norton from my laptop but it reinstalling itself on every restart ? anyone know how to fix it ? can any one help me ?

Click Start >Run > type CMD > press enter> DOS prompt open >type MSCONFIG > press enter > select the Startup tab > check for 'norton' or 'symantec' in the list. uncheck it from start up.
than Open Windows Explorer go to Program Files and delete the Norton Symantec Folder.

Do one of the following depending on your operating system:

1. For Windows Vista: Click the Start button, and then click All Programs > Accessories > Run.
2. For Windows XP: Click Start > Run.
3. In the Run dialog box, type the following text:
   

   regedit

4. Click OK.
5. In the left pane, select the following registry key:
   

   HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunOnce\NSSInstallation

6. Press Delete.
7. Click Yes to confirm the deletion.
8. Exit the Registry Editor.
