The following error occurs when accessing the firewall settings. This happens due to missing or corrupt SharedAccess registry key, which represents the Windows Firewall Service. This usually occurs if your system is infested with Virus or other malware, or in the aftermath or Virus removal. In conjunction with the solution provided in the article, it's advisable to run a thorough cleanup of the system.

Firewall has not been on windows cannot start firewall service Or you have Windows Live OneCare on your system. Windows Live OneCare Firewall has its own that both incoming and outgoing connections check. Because two firewalls at the same time should not be encouraged to run Windows Live OneCare, the Windows Firewall if the latter runs.Just go to Click Start, Run and type:

    rundll32 setupapi,InstallHinfSection Ndi-Steelhead 132 %windir%\inf\netrass.inf
Hope this command repair most of the Windows Firewall settings.
