Can my college block the downloading of torrents?

Last month my friend downloaded songs and some software from mininova torrent in college computer. yesterday when i try to open mininova torrent for downloading software i got the message that site is blocked. Can my college block the downloading of torrents?

Mostly all colleges blocks the torrent site because most of the student download the songs , movie and software from torrent sites. All software and movies which available on torrent is illegal and it also consumes lots of bandwidth.

If they block torrents, that is a policy decision on the part of UC so you can't do anything on that. As aden already mention above why colleges block torrent
