You set a server running Apache and use that to store all your files.
I don't think that the XP have that built in tools to enable what you want to do. you can have a look at this for more help Microsoft

    Method 1

For doin this thing make sure about this things first :
    • Both computer's workgroup are same
    • Both computer has File and Printer sharing enabled
    • You have a fast internet connection

Find the destination computers internet IP address and then go to run and type the following code and press enter :
    Code:
    \\internet-ip-of-destination-computer\
If the destination user has set password, enter username and password to access the shared folders. Done.

    Or

    Method 2

Simple install softwares like Hamachi or Wippien. This will create a virtual LAN connection between the two or as many computers and you can directly navigate the shared folders from 'My Network Places'

The simple way of sharing files across internet with a different user is VPN. Only thing is that you need some kind of a good server software which help you to access the web server or FTP server. With proper configuration you can work with your folders any where in the world. Try WinSuperKit tool. It is an internet software and a powerful network toolkit. It uses ip address for the host computers to contact them. You will just need to feed the list of ip's in it. Other than this, there are multiple software and tools available. If you just want to share a simple documents, or presentation online you can use a free service called Google Docs. There are multiple website on the internet which gives a ready made platform for file sharing like sendspace, files anywhere, etc.
