Full back-up does exactly what it says on the tin, its a back-up of EVERYTHING that is on your server including setups etc. If you want to restore the backup in cpanel you have move the backup file to home directory.Use Cpanel to FTP full account from one server to the next, log into the second server and run a tar -zxvf filename.tar.gz then just move the files into their specified directories.

You have to go through WHM and choose. You need to store the backup file in one of the directory locations such as Restore a Full Backup/cpmove file under backup in main section. And ensure your file is in /home and not in /home/$user.

A Full Backup will allow you to create an archive of all the files and configurations on your website. You can only use this to move your account to another server, or to keep a local copy of your files. You cannot restore Full Backups through your cPanel interface. Log into Cpanel, in cpanel Select "Backup wizard" then select restore from that wizard then click on Select file and restore.
