Unable to set up ftp server

i want to use my pc as ftp server so i can download or upload files from any pc in my network.The port 21 is reserved (exclusively) for the FTP service. So there is a different FTP server installed and active.and port 21is tested from the outside.but when i tested my server by connecting remote server it shows "FTP response reading failed".Does anyone know what causes this issue and how to fix it?Any help will be extremely appreciated.

while setting FTP server a TCP connection is defined in four elements. The two IP addresses of hosts connected and the source ports (the local) and destination. A TCP connection can be represented as follows (customer's point of view):
(client: source port) <> (server: destination port). The client sends packets to its "destination port" and the receiving server "source port" (and vice versa for the server).

it sounds like the port 21 isn't dedicated for FTP.Check your router's setup, or your ftp setup.tryt to connect from local host; if it works then there is problem in your router.If it doesn't work, check your ftp server setup. If setup correctly, check the logs.

Test the FTP server in passive mode from the outside :

A router must be configured to redirect the selected ports to the FTP server.Some routers have a system automatically opens the appropriate ports for passive mode when it is needed. This explains why this manual redirection is not always necessary.
