Windows cannot connect to the Internet using HTTP, HTTPS, or FTP

I am on Dell desktop computer that is running on Windows XP. Earlier, while I was surfing the net it started running very slowly. I rebooted but it would not let me to use the internet. I ran Windows XP Network Diagnostics but I got this message:

Windows cannot connect to the Internet using HTTP, HTTPS, or FTP. This is problem caused by firewall settings. Check the firewall settings for the HTTP port (80), HTTPS port (443) and FTP port (21)
    How to fix this issue?

What firewall are you running, it's not Kaspersky by any chance is it? The windows firewall is only good for inbound traffic. Try connecting after starting in Safe Mode with Networking. This loads the minimum amount of resources to get you running. Some things like printing won't work, but let's see if you can get IE or Firefox working.

If are using some premium Anti-Virus software or firewall and if it is too far out of date, or if your subscription has expired, then it may have shut stuff down. Try disabling it and if wanted using some free stuff to see that solves the problem.

It sounds like the virus may have damaged the system to the point you may need to do a complete reformat/reinstall of everything. Before doing that, try running restore (put in the WinXP disc, reboot and go into the install program to try and restore the system first before reformatting).

Seems to me a setup issue. Check your network set up such as checking the physical set up of your device - wired (Power cable, Ethernet cable) or wireless (Power cable, Ethernet cable, antennas) and also try rebooting your device. Here your device could be any like modem, router, etc.
