Monitor Internet usage

Hi,
i am an administrator in an organization. We r using leased line of 2mbps bandwidth for internet access. Now i want to monitor each and every users usage of internet, like how much bandwidth they are using. I want to stop user if they download continuously. Is there any tool to monitor in this kind of situations. Is there any third party software for this. If yes , where should i run that tool or software? Can i monitor from the server or xp machine?

Any suggestions will be appreciated.

yeah, users sometimes eat a lot of traffic..
we had a similar problem and tried this special software to monitor internet usage
the benefit was in monitoring the bandwidth and time tracking in one solution - it provides very interesting results. costs based on work time losses were much higher than traffic costs!
