Ping resolves host ip but Request timed out?

Hi, I am trying to get an application to connect to a vendors extranet at: oceextranet.oceusa.com/oceusenet, when I ping oceextranet.oceusa.com or 206.160.159.101 I get the request timed out? How could I troubleshoot this problem?

it has remote and local ping as well as remote and local trace, this will help you determine where the issue is.

Request timed out usually occurs when user not able to connect to the server within given Specified time.

You could also try to login for the same server Again until it get connected.when we try to login to the any other servers online this problem generally occurs.This may be because of slow internet speed.
