Restriction password - Group policy
I established a group of policy on passwords:
- Number of characters: 5
- Life: 60 days
- Saving previous password: 3
This morning a user logs on and managed to put the same password and with 3 characters. !?!? ??
I need your lights, why this policy was not applied

The policy is effectively implemented on the PC in question, with the proper user connected.
Is a user with local admin rights bypass a group policy?
