Windows Installer launches whenever opening MS programs

Whenever I open a Microsoft Office Component, the Windows installer will launch. If I cancel 2 to 5 times, and then am able to use the program easily. When using Outlook Express, the installer launches with each email that I open. I noticed an answer for this issue for Office 2000, but the links from the solutions page were not clear enough for me to follow? Can anyone please help.

The problem that you are facing could occur if you use Group Policy to install Office 2003 SP2 on a per-user basis. Office 2007 configuring on each start up - worked for me.. simply was a deleted .bak file needed for some reason after I updated office suite...
