IE7 "Open home page for new tabs instead of blank page" doesn't work

In Internet Explorer 7, there is this "Open home page for new tabs instead of blank page" which is not working at all. I am just getting the annoying "You've opened a new tab" page instead. Can anyone please help me out about this issue? Thanks.

Follow the below method to solve this issue:

1. First of all open your IE7 Browser.
2. After that press Keyboard combination Ctrl+T.
3. Now you have to select on the bottom of the new page "Don't show this page again".
4. Now click on Close.
5. After that click on Tools, Internet Options. Then Click over Tabs "Settings".
6. Now you have to choose "Open home page for new tabs instead of a blank page".
7. Now you can click OK Twice
8. Thats it, you are done.

when you check open home page in General under tools, this sets the IE7 tabs, BUT when you go to the page you see a blank page with something about lalallal and a box that says don;t show this to me again, check that box and it will go blank then hit the house icon on your tool bar and now all tabs will open with homepage...not sure why it worked that way but it does..I am using IE7
