I have seen some sites which offers you free download for the system you are looking for. I am not sure you can get a directly download of your requirements. Better google out for sometime. But luckily I found a template for the same and with the help of seem you can create your own Excel billing system. Download the same from the attachment and then check back.
You can go for any other billing system for Microsoft Excel. There are many which are available freely. There are also free templates, but providing you the same directly as per your need is not a easy task. There is a service called paymentapplication which provides solutions for the query you have. Search it on Google and then try back. I think that is not free, you might need to buy it.
