MS Paint - how to SELECT picture that needs scrolling?

I have a picture that I want to crop. But when opening the picture using Microsoft Paint, the picture's dimensions are larger than my monitor, so I have to scroll to see the entire picture.

How do I use the "Select Tool" to select a whole picture that can't be displayed entirely in my monitor without being shrunk?

As far as I am aware it is not possible to do so in "mspiant" as it is a limited program, you will have to use some other program like "adobe Photoshop" and all in order to do so.
