The second one is, i think, around ten percent fast than the first one. Can say exactly which 1 is much better but i would figure it out as the following reasons, that Q9300 is somewhat better than the other. The reasons are-
    1. Q9300 is theoretically more overclockable than Q6700.

    2. Q9300 runs much cooler than Q6700 as the former is built on 45nm high-k process while the latter is built on 65nm process.

    3. Q9300 will give better performance than Q6700 if SSE4 is joined into the application.

    4. Q6700 frequency is 1066 Mhz while Q9300 is 1333 Mhz. That means the bandwidth for Q9300 is more which is appreciable. But to note that while overclocking, Q9300 has a limiting factor of 7.5 multi. Also it has L2 of 6mb while the other has 8 mb of L2.

But still i would suggest Q9300 as it has more efficient architecture and is a newly built with some tough features.

Now i am going to get Q9000 as its price is also lowered.
