bought a used motherboard and now computer will not boot

Bought a used mobo and after installing and checking everything the computer will not boot. Took apart and went through everthing again and still will not boot. The LED light comes on and the fans run but I get no beep at post or anything. Looking for confirmation I guess, feeling like I bought a dead mobo. Any and all suggestions welcome?

Did you check whether the ram slots are clean and if not then can you blow out the same with a compressed air can and check if everything gets cleaned up properly. Also take a closure look if anything is leaking or bulging from the capacitors on the mobo. Also, can you try to test the power supply and see if it supplying proper power to the board or not, what is the rest of your computer specifications anyways?
