The Intel Core i7-990x Extreme Edition is very powerful, but i think you cannot utilise it's full capabilities. I suggest you buy a Intel Core 3820 Sandy-E bridge processor(cores - 4, cache 10 mb, threads - 8). You cannot make out a difference between the two unless you use high end data computing which requires greater CPU power. You will save around Rs. 25000. I suggest you to invest on a good graphic card( probably you can buy nvidia gtx 680 or go for ATI radeon 7970). Go for two graphics card( 2 way SLI in nvidia or crossfirex X 2 for AMD).
