Speedstep does not change in ASUS P8Z68-V PRO/GEN3 motherboard

I have recently configured a new rig using the following components:
    • Asus p8Z68-v Pro (gen3) motherboard
    • Intel I7-2700k processor
    • 16 GB Corsair Vengange 1600 MHz RAM
    • Crucial M4 128 GB SSD,
    • Old ATI 5770 GFX
    • Corsair HX620 PSU

The first problem is, CPU always run at 3.5 GHZ according to CPUz. Even if make an changes to voltages , the speed remains the same and stable. Neither it downclock nor even hit to turbomode. I tried resetting the BIOS and running into default settings but no luck. I didn’t start the overclocking yet. I want make it work properly. Can anyone help me?

Remember that after flashing the bios, it is good to remove the battery, reset the bios and reconfigure again. Other suggestions:
Check the temperature of the CPU
Change the voltage values on the CPU if they are stable
See whether the power supply is good and in good condition?
Have you tried reseating the CPU, cleaning it and applying a new portion of thermal paste?
If problems persist strongly urge you to test a different compatible with your CPU socket, to check which of the two components (both in the worst case) may be damaged, including motherboard and processor.

The Core i7 only on high when it’s TDP is not exhausted. The behavior of your processor might be caused by a temperature problem.

What cooler do you have mounted on the CPU?

If the housing is well ventilated?

The power supply is ever quite good and it should not really lie. The optimized settings in bios are rarely optimal. You should always set the BIOS manually. The power consumption with and without activated C-states, you can identify with a power meter. I've already seen PCs that had consumed with activated C-state more than those without. Whether the C-states function well, keeps always depend on how well the manufacturer programmed the BIOS here. The socket 1156 boards are all still very new and not fully developed at a distance. There will certainly be some BIOS updates.

Maybe you have Overclocked and set a fixed multiplier?

Could also be the Turbo Boost technology, the highly overclocked processor (I think of going i7 to 3.6GHz, it would get there).

An application may run in the background?

Because of the Overspeed Protection function, the consumption of the Core i7 can never exceed 130 watts. The TDP is the same for all three models (but it can be changed on the processor Extreme Edition). In practice, the temperature of the heart can reach 100 C (measured by its Thermal Monitor 2) before the processor takes measures to prevent overheating and reduce its frequency and voltage. For its part, the SpeedStep function reduces the multiplier to 12x when hearts are inactive, which increased the clock speed of 1.60 GHz. According to CPU-Z, the tension of hearts simultaneously passes to 1.137 volts.
