This technology allow the clock speed of the processor to be dynamically changed (to different P-states) by software which is work to improve performance of the system at particular stage where system needs to work at more clock speed. Hence there is necessary to do this enabling speedstep technology onto it. The SpeedStep settings for power schemes, either built-in or custom, cannot be modified from the control panel's GUI. Hence you need to change power schemes of the system. It enabling your technology.

To take advantage of Enhanced Intel SpeedStep Technology, few system requirements is necessary onto your system. They are as follows:
    • CPU: Intel with Enhanced Intel SpeedStep Technology
    • Software/Drivers: No specific software or driver updates are required.
    • BIOS: BIOS with Enhanced Intel SpeedStep Technology
    • Operating system: windows based
    • Chipset: Intel 3 Series, Intel 4 Series, or Intel 5 Series Chipsets

Hence if your systems fulfill this requirement then only you can able to enable or disable this technology onto it. Your motherboard support this technology.
