Can you explain what is "ramp issue”?

I heard the term "ramp issue" many of the times but cannot get that what this term exactly mean. Is this the manufacturing issue or something else? I will really appreciate if anyone can tell me some information about this. Thank you so much in advance.

I would like to tell you that there are types of problems which can limit ramping up capacity for a new node. In general, from what I have seen, Intel frequently builds new plants otherwise totally converts an old manufacturing plant to a fresh node, while TSMC generally change part of their previous plant(s) to a fresh node. TSMC has had problems with their 40nm as well as 32nm nodes within the past -- AMD's 68xx series of GPU's and that are supposed to be on 32nm.
