i3 with graphics card or i5?

Hi friends!
I'm looking to buy a new system.But I'm stuck with a doubt that has been haunting me for a few days.I'm not a hardcore gamer but I will need a system with reasonable graphics capabilities.I intend to do the following tasks using my system

1)Image editing using Photoshop
2)Small scale video editing and creation sometimes using Vegas and rarely using Premiere(stuff like intro video creation etc)
3)Web designing/php&mysql
etc

I've a budget of 16-17k for cpu+mobo.

Now I can go for a cpu+mobo+graphics card if I decide to go for the sandy bridge i3 2100 or 2120.

Another possible combination is the sandy bridge i5 2300 or similar cpu with an H67 mobo.The i5 has got the Intel HD 2000 graphics which I think will be enough for most people.

My budget doesn't allow me to go for the i5+gcard configuration.But I can add one later.I wont be buying another PC for at least 3 years.

Which one should I go for?Will the i5 provide that extra bit of performance?
By the way I'm not sure about the prices of these SB CPUs and MOBOs in India.It will be very useful if somebody post the prices.

As per your requirement let me tell you that you do not need any high configuration PC. You can easily build your PC with the 15 to 16 K.
