Question about a dual and quad core

Does a Quad core with a speed of 3ghz work better than a dual core with a speed of 3ghz?

In other words, both run at 3ghz, but which core would still be better?

This is the mathematical way to check which one is better among Dual Core and Quad Core:
3.0 giga hertz at Dual Core = 3.0 x 2 = 6 giga hertz.
3.0 giga hertz at Quad Core = 3.0 x 4 = 12 giga hertz.Hence I believe
Quad Core is a winner by mile. Also Quad Core is a more recent technology than Dual Core, so it is very obvious that Quad Core is a more better processor than Dual Core.

First of all if we talk about the a core that is synonymous to a CPU or control-processing unit, a dual-core has two cores and a quad-core has four. While comparing a 3.16 GHz dual core processor to a 2.0 GHz quad core model it doesn't seems appropriate especially since the first one is made by Intel and the second is from AMD. Many users achieved a stable 3.2GHz clock with air cooling alone. Enthusiasts with water cooling were able to run these chips as far as 3.8GHz and maybe a little higher in some cases. But finally i can say that dual-cores outperform the quad-cores.
